Report a translation problem
The only solution I see at the moment is to check that it is disabled globally every time you start Steam until the bug is resolved.
Now for replacing saves on your cloud, that much I can help you out on that, if in the future you ever want to use it again.
To replace save on cloud, just make copy of your save before hand just incase anything happen, can use pcgamingwiki to help you find game save locations.
1. Launch game with cloud enable.
2. Alt+tab out of game, now replace save files with the save files you want to keep, click yes to replace.
3. Force close game you do not want to do any saving, and cloud save will upload & replace what on the cloud with your save files. That about it.
Now if it game with ton of saves, like I remember case where someone made like hundreds of saves on Skyrim, not sure why, but it was causing his game to have problems because save files were upward of a gigabyte, yikes I know, anyways, to solve that problem, same steps above, but instead of replacing saves, just delete them, or delete the ones you don't want to keep, and then close game, and hopefully it get rids of all those saves.

But 'Yes'... Massively irritating. I strongly suggest AnyOne / EveryOne open a Similar Ticket if using Steam Cloud is not the option you want!!!
Note... they never responded to my ticket (other than letting me know it was forwarded to the correct department); but again... once the UpDate came down... problem was solved.
Have you rebooted? And more importantly, when was your last Steam UpDate?

However... I don't use Steam Beta... this would have been an Auto-DownLoad; Run Steam, and DownLoad begins.

I'm wondering because mine did it again today; I'll have to wait till tomorrow to see if it happens again. Today Might Just be a Fluke; but if it's not, it feels like they are trying to Force/Trick us into using the Cloud. (I might be getting irate too soon, but I really dislike being forced to use something I don't like... probably for someone else's profit.) >8(
