I bought a game's DLC but didn't get the DLC
I just tried buying the "Ideology" DLC for the game Rimworld and steam said everything was alright and they took my money, but I didn't get the DLC and it also doesn't show up in my recent transactions
What does that mean?

help.steampowered.com -> purchases
if it isn't there and doesn't show as a failed transaction or anything then you either bought it on the wrong account or bought the wrong thing or something else.

Here are some questions to consider:

#.1 Did you buy the game dlc from steam or third party site? If third party site, you will need to contact them to figure out what happened. If not, please contact steam support to find out what happened. Also, buying third party keys are not advised as they can cause problems like this.

#2. Do you own the base game? Sometimes this happens when someone buys a dlc but does not own the basegame. Im not sure if this is a problem still, but i ran into this issue before in the past when i bought a dlc for a game and did not own the base game..

Just brought the black cell dlc for mw2 I then received a email to say the transaction failed but steam have taken the money from my account? I’ve contacted support still no response what can I do

Steam probably never received your money and it's on hold in your bank. Just wait.
