[ Workaround ] What is the difference between 'sign out' and 'exit'?
None, both things do the same thing. Please bring back 'Change acount' instead of 'sign out'.
Since March. 15 update, Valve has change the function for whose wish to log out having 'username' and 'password' field erased and keeping Steam guard manager saved. To log out the old way, read my 4th reply.

if you tick remember me option in login screen, when you click 'exit' to close steam client, you don't need to login when open steam client.

and there is change account option above sign out .

Valve is not managing this update well enough. I hate so bad in keeping these filters on. Remember passwords and etc are always unsafe.

sure, it's unsafe, but almost a decade using steam, never have problem with automatically / skip login screen because I never use steam client on other PC.

Well, just tested and is bugged as frack. If you 'untick to not save your credentials' and 'sign out'. The login welcome window will display 'username' and 'password' empty and 'remember me' ticked on. And yet when I insert 'password' and 'username'. It still request Steam guard authentication?
Come on, what is the point of all this mess? Valve is forcing everyone to store their login just to skip these 2nd pass authenticators? This is complete wrong. I want to manually write down my 'username' and 'password' like the old times and keeping the Steam guard entry on.

But now, none of this can't be done.

Even with 'remember me' turned on, 'dont save account credentials' ticked off. When I 'sign out'' won't remember me my Steam guard entry, forcing me to use 2nd pass authenticator. This is completely broken. Roll back to what it was, please this is nonsense.

If you tick on 'don't save account credentials'' and ''sign out''. Login window will not display 'username' and 'password'' and will show the notification about my credentials not stored. Then inserting my login manually, I can bypass this bullcrap update but then still keeping 'dont save account credentials' ticked, the 'sign out' will gone and will appear the old 'change account' button and then again if I attempt to log back. It will request my 2nd pass authenticator code.

Again, what the hell is happenning? This update is completely broken.

The solution:
  • Seems only to work by logging out through 'Exit' and not by 'sign out', or 'change account';
  • If you choose to have your 'account credentials not stored' which will keep saved Steam guard authenticator entry. There you are now clear to go back to login welcome window having 'username' and 'password' field erased;
  • Type them back digit by digit and click to log in;
  • 2nd pass authenticator is not going to be requested;
Seriously, why Valve had to made so much confusing, and so difficult for whose still wish to log on the old way. So absurd.

TL;DR: "Remember password" doesn't store your password, it's simply another way of saying "stay logged in".

The client doesn't remember your password or 2FA string, it stores an identifier that lets your client stay logged in to your account. As long as nobody steals that, you're fine, but even if it does happen, you can always deauthorise all devices from account settings, just remember to also remove the API key if it exists.
