Had the same issue of online and windows headphone tests saying left was correct and right was correct, while phasmophobia and other steam games were reversed.
Two screens and alt tabbed while steam games were open, sound was fine in everything else, still reversed in steam game.
The fix was disabling every device I wasn't using in windows Sound > Playback and windows Sound > Recording.
The ones that just said "not connected" were the problem.
Windows 10 and 11 has this weird thing that causes issues if you have more than one device on your system in the same area - displays, audio devices, etc.
I've had it where it gets displays messed up as I have my TV connected to my laptop. I have the audio issues as I have several audio devices setup.
It seems to prevalent for older games, but it's always a go-to for whenever you have issues - disable EVERYTHING expect the one device you want to use.
