How to buy a game lower than 0.49 Eur in the Steamstore currently?

I opened already 2 Steam Support cases and they suggested me it's the bank cannot process as low prices as 0.23 EUR and publisher should raise prices to fix this problem. Are you serious?
First of all I don't pay by bank but only with my Steam Wallet, so no bank transactions involved. Second I cannot buy these games because the "add to cart" button is missing on the store pages. What if not this is a Steam interface issue ?

Simple, you don't.
Valve requires a minimum of about 0.50€, games below that value can not be bought.

Valve recently upped the minimum price threshold. those games likely fall below it. Contact the game devs/publishers and ask them to up the price to the new threshold.
