If you ever want to know what points shop items a user has enabled, you can click in the little person icon on their profile under the Add a Friend and Award button.

Not the avatar frame, some people have green dotted outline like some different theme.

They use game profile bundles in the Steam points shop. You need to buy the whole package to get the special looks, but you can change everything back and keep only the profile design from the bundle. I got mine from some steam event like a year ago. I think thats what you meant. Hope that helps!
