Multiple steamwebhelper.exe in Task Manager. How to fix?

I did a fresh reinstall of Windows 10 recently. On every game I've played on, there's a huge stutter for a few minutes and then it goes away. The problem occurs every 30 or so minutes.

This occurs for all low-resource and high-resource games.

With Task Manager, I found several instances of steamwebhelper.exe opens during gametime. If I'm not playing a game, that's when they all go away.

Is there any steps I can take to ensure that they all don't open while I'm playing a game?

Other steps I've taken are:
- Closing the Steam browser and friends chats while gaming.
- Closing all of steamwebhelper.exe one by one with Task Manager.
- Turning off animations within Accessiblity options on Windows 10.
