Thats already off and it still pops up. Every time.
I tried this, even rebooted after but still getting it.
I feel like I've been portaled back to the early 2000s when the internet was drowning in popup ads. At least put it in the same window, ffs.
Clean your Steam and Steam Download cache via Steam settings afterwards. There are 2 settings.
Under settings > Notifications > 'There's a major sale' & 'An item on my wishlist is on sale' when I disabled these I no longer got the notification.
So maybe its both?
The one mentioned in the first reply are for the center screen pop-up when logging into Steam.
The ones you mentioned in the "Notifications" tab are for notification toasts and mobile push notifications.
These are completely separate from each other and display in different areas.
You have no choice but to tolerate it now.
Steam > Settings > Interface > Notify me about additions and changes...
Make sure the slider next to it is grey, NOT blue.
It has always been in interface.
Settings > Interface > scroll down until you see a slider bar that states: "Notify me about additions or changes to my games, new releases, and upcoming releases" Slide to "off" and restart Steam
