I think it's buggy for some people because of that. But I do not know for sure.

This issue has absolutely nothing to do with internet connection. It's bad coding in the new UI.
Contact and report this to Official Steam Support so they can add it to the pile of things they have to fix in the new UI disaster. Follow these instructions to use the old UI and disable automatic updates.
They will probably just tell them to re-install Steam or something.
The new screenshot dialog obviously doesn't work. The previous UI screenshot dialog does work therefore using the previous UI is a solution until a patch is released that corrects the problem.
The "Show on disk" button does function when I test it. (But it does not function in offline mode.)
The image files for screenshots would normally be found on your hard drive at:
\Steam\userdata\[userID number*]\760\remote\[appID number*]\screenshots.
And that's also the folder where the Screenshot Manager would normally be searching for the image files, as far as I know. (Depending on which game title, (or appID,) the Screenshot Manager is being used to access those files for.)
*= this is a number that may vary per user and per title.
