It is entirely on the developer, publisher or the current ip holder to bring the game to Steam.

While the game is essentially a HL mod, it's questionable the rights to it are with Valve. The original developer is defunct and the publisher back then was Sierra.

It's quite possible the IP is in limbo.

If I mod my Half-Life I can no longer play Half-Life, is that correct? Or is there an inside tool that make easy to switch?

it says that Valve owns the rights of Gunman and wanted to re-release the game; didn't explain what went wrong.
