the first link you provide, i look at the error message, it is completely different from "Jiggly Joe" BSOD Error message
your 4th link is completely unrelated to Blue Screen Of Death.'
your 3rd link is unhelpful as well.
your 2nd link also is very unhelpful.
in other words, the links you provide in your post is completely unhelpful 100000000%.
especially since you never bother to check what Error Message "Jiggly Joe" BSOD gotten at all.

other than this, there is also another possibility
1) you got a 3rd party program and/or software that Conflicts with Steam completely.
i also recommend removing Valorant from your computer to see if the problem persist.
since Valorant's Anti Cheat System is really Intrusive as it still could have access to your Computer's Kernel.
It must be something you recently installed. As the user above mentioned, it could be a kernel level Anti Cheat, especially considering it interacts with Steam apparently. It could however also be a virtual video driver used by communication software, such as Citrix.
You need to look at what starts up when your PC starts, disable these startups and figure out what is causing this conflict.
No, your PC isn't broken, just some software is.
Easy AntiCheat has issues running in Hypervisors. It has to run on bare metal. If you run it in a virtual OS, you're going to get problems like this BSOD. The same goes for most AntiCheat solutions.
