Armed concreat is wifi worst enemy, and thats why many dont want wifi, you almost need a reapter where you are.
if i recall correctly ios tablet had a app that could test signal and channel and picture of real hardware, bandwide signal tester , maybe its also there to mobil app.
you might want to test deadzone or weak areas, and sense you have going over this over 2 years you might want fresh eye on the case. ( because thats what happend then you ask , i did that , and i did that also, im sure you know this, you need fresh eye on the case,, and maybe step back and let other retest all, even IT company do this send other guy at same task , as what if he can see or find new info on the case.
this is not about who made a mistake, this is about ID what happend there.
same as then you recheck other ppl work. many know this, but even experts can overlook same mistake over and over.

feel free to contact steam support if not already done so. and ISP support, there is no other that has support there.
3 switch that 2*100meter cable, should cover most house or flat / apartment.
test with cable then. if that work then you have other issue we cant see here.
If it was a Steam issue, there'd be tens of millions of people in the forum crying that Steam has been crashing their WIFI for 2 years. This is very obviously a YOU issue.
If your WIFI card is crashing then it is malfunctioning, testing other methods and fixes is basic troubleshooting, if you can't be bothered to even do that, why should anyone here take time out of their day to help you?
only wifi user there is you, and thats why test with cable is a very good idea.
and we are user only here in this user forum, we are not support at steam.
and be happy with them user reply, because noone else dare tell truth or we will argue aka debat over things, it cant be done in any other way. and we dont need to agree on something, OP can test whatever solution he think is best. but 2 years now its time for you to hear on others. go along with it, or as i said gl with contact steam support and ISP there is no other that has support on the wan line, and steam in other end.
That tends to indicate you have issues with your router.modem.
Teh thing is Steam works a little differently to other places. Games here are downloaded encrypted and compressed. There's reasons for this, but the upshot is that you'll see steam download a chunk, it stops downloading, and then sorts the data out and you'll see your hard drive working away. It's now writing the sorted data to its final resting place.
Then it goes back to downlading another chunk.
NOw if you have a moden that overheats or is a bit dodgy, then sure, things like this can crash it.
I had a router made by Billion that would crash if things got a wee bit tough like this.
So first thignto check is if you've got the most current firmware for the router. If you have then make sure cabling is all good and tidy and not wrapped around power cables, nor near high interference items like fridges or TVs, heaters and such.
Make sure it's clean and not overheating, and better still if you can borrow or beg a loaner router to test on, then that would be a great way to find out where the problem lies.
That's the point. It CAN take out modems.
Which is why I gave you certain things to try. You CANNOT say it is only a Steam issue and blame it on STeam because you haven';t effectively tested your router.
So again if you can beg or borrow one it could easily doccount it or prove it. It's the most effective way.
but if you want to deny the point, well, I'm sorry but that's a very unproductive and long winded way to get to your problem.
So I'd consider doing as I suggested. Check your firmware, check your cabling and so on, because the fact is it could be that Steam being far more intensive than all those other services is pushing a borderline modem over the edge.
Having only issue with Steam don't mean the issue is not your side... It is bad reasoning. If this were true, it would mean that there is nothing we can suggest to you that can solve the problem...
