This is not a critic, this is a problem then things go bad, and i can tell you, if ISP can use laptop and it work then you are busted, this is seen as you have own PC issue , and that not a ISP problem you have own hardware issue. and why spare pc or friend laptop you know work at hes connection can be seen as better proof then it work at your connection or NOT both senarios help a little bit. do i need to contact own ISP or fix my own pc issue.

problem with network has change ipv6, and other issue intop of this, even browser jump distance has limitation today, things is not so easy to ID.
ohh another thing nothing wrong with privat IT-Company use VPN as Solutions, but that not same then you start steam with it.
i and other here are user only here, we can only tell you this OP nothing wrong with it but things has change. in how to faulth find on it we are past modem age with public ip-adr.
