Either get Steam to implement one of the verified online age verification systems that Germany accepts and every other 3rd rate online store has no problem offering here but is apparently way too hard for poor Valve, OR try to change the German law that is meant to prevent minors from buying pornographic material online.

I swear I remember a recent (read as: within the last 12 months) announcement somewhere that Valve was trying to work on a system to bring things in line with German legal necessities in terms of adult games, but for the life of me I can't remember where.

No. It was an aside in an otherwise general announcement that went along the lines of "we are working on systems that will allow users in Germany to purchase adult games."

Leave Germany physically. That's the only option if you want to buy from Steam directly.

Or get the game from legitimate key sellers like Humble. Some adult game creators do offer game keys via alternate stores. Those keys are not region restricted and can be activated and used in Germany.
