Every drop down menu in Steam won't open

From the Steam icon in the taskbar tray to the application itself, every drop-down menu will not open. Like, when I hover to my name, I don't see the submenu where the inventory and stuff would normally appear. Even right clicking the Steam icon in the tray, nothing happens when I right click.

The odd thing is that sometimes, some drop down menus actually work once but never again. The Steam tray icon even worked previously, but now it doesn't. I can't even access the settings.

I've noticed this as well on OSX. But I've figured out how to fix it.

On OSX, the active application will change the menu buttons on the top of the screen. If I click on that menubar first, the dropdowns will start working again.

Try playing around with similar things on windows. You might find something similar like perhaps clicking on the tray first and then trying the dropdowns, or minimizing and restoring the client.

It seems to be that Steam is not recognizing itself as the active window, I think? So the dropdowns disable unless you do a certain thing.
