Report a translation problem
On OSX, the active application will change the menu buttons on the top of the screen. If I click on that menubar first, the dropdowns will start working again.
Try playing around with similar things on windows. You might find something similar like perhaps clicking on the tray first and then trying the dropdowns, or minimizing and restoring the client.
It seems to be that Steam is not recognizing itself as the active window, I think? So the dropdowns disable unless you do a certain thing.
