Stop buying from scammers and sellers of stolen/fraudulent goods.
Why? Because as you've experienced. They have no quality control, don't care about laws, and often sell keys paid for with stolen credit cards and so on.
So, contact them, say it didn't work and demand they reimburse you. Depending on what country you're from, you should also check your regional sale of goods laws.
Thank you for your understanding." and then closed the ticket and yes I did ask them for another way of proof rather then proof I can't get but then they said" We are also aware of the issues that sometimes arise regarding obtaining the date. These are, however, rare cases and please rest assured, that our customers were able to receive the information from Steam. We also believe that there is no need to involve a third party in the process" and yes I did tell them I would issue chargeback
I could go to any courthouse tomorrow and file against you. Doesn't mean a damned thing as you must have jurisdiction (which I wouldn't of course), amongst other things.
So with companies like the aforementioned, let's assume you had wrangled through certain legal bits and found a way to present it with jurisdiction. You think they wouldn't get the case thrown out because of loopholes when their whole business is set on loopholes in the first place?
And besides, even if that were not the case, how much money will you have spent just to file the case in the first place? More than that price of the cheap game.
That's what usually happens.
