In any case, you have to contact the seller of the card, they sold you a already used one.
Nothing Steam can do about it.
If they don’t give you a refund or new working card, do a chargeback on the amount you paid them immediately.

First, contact your bank or payment service and issue a chargeback so you can recover your money from the fraudsters.

Lastly, stop using shady sites and don't go insisting that something is "legal and official" just because the scammers who just scammed you told you otherwise while they were scamming you.
Easy answer to this one in my case: Steam does not accept cash.

But, OP gave a website, so it was purchased online, via credit, debit, or paypal, or some other form of card that you can load money onto, and here we are. If youre purchasing online, why go 3rd party unless you want it cheaper, but unfortunately, money = money. $20 = $20, and trying to get $20 for cheaper of "cash" just doesnt work
