Instead of using the Steam client to buy the game, I opened up a browser (Chrome in my case) and went to https://store.steampowered.com, logged in, added the game to my cart, selected "My PayPal account" during checkout, and there was no mention of Facebook ToS anymore.
Side note:
Before completing the purchase, I once again tried to buy it via the Steam client to see if maybe the issue had coincidentally been resolved at the exact moment I tried to find a workaround. There, the Facebook ToS stuff appeared again.
Looking at the wording, it does not apply to those Steam purchases: "when shopping in Facebook and Messenger' - you are not shopping in Facebook or Messenger, so that section does not apply. And "Any notifications sent to Messenger' - no notification about the Steam purchase will be sent to Messenger since you are not making a purchase through Facebook or Messenger, so that section does not apply.
I don't think that wording says that you have to accept Facebook's ToS, nor does it say that Facebook will send you anything or give data to Facebook (in reply to the OP and two other posts).
I don't know why some Steam users get that wording and others don't (I don't get that when I use PayPal from Steam client, website, or mobile app). I wonder if this is a glitch or if it means that Valve will be letting people buy Steam games through Facebook sometime in the future.
Even before posting here i tried with two browsers: Vivaldi and Edge.
After your post i also tried Firefox and with Firefox i do not have to accept that my data is transferred to facebook. (I hope this means that it isn't...)

I also do not have a Facebook linked to my Paypal account.
The "Accept and Pay" to confirm the purchase made me pause in the client because I couldn't remember if that's how it always comes up. It can definitely make you feel like you're suddenly agreeing to something with Facebook that you don't want to agree to. But, that part of things is the same via the browser, too, so I imagine the client message isn't actually making you agree to anything for Facebook at all and is meant to be more informational than anything else.
It's still weird, though, that the two authorization messages are different.
Didnt like the look of it thought it was probably some type of scam went back to steam redid the purchase and the facebook messenger thing didnt come up, just the normal paypal setup and went through.
Very suspicious. all though i had the log in to paypal the first time so i will change password just in case
Obviously, I have no Facebook account, but I am surprised to not have noticed the dark pattern back then.
In any case, I hope the Facebook notice doesn't imply anything changes if the payment was authorised, but is an optional (dis)service offer.
This ^^ worked for me. I kept getting the "Payment linked to Messenger" within the Steam client when I tried to use Paypal in Steam, too. I'm like NO WAY!! So, I'm happy that the above person found this work around. When I paid via Paypal using the browser (not the client) there was no attempt to connect to Messenger.

But deselecting 'save details' option seemed to clear it up. Next would be use brower
I was wary of accepting the purchase with the messenger crap as while it may just be a issue where the wrong message was shown, I just wasn't comfortable taking that risk (coz f Meta) .
What worked for me:
- back to select payment method
- Select *PayPal*, instead of "My PayPal-Account"
- Deselect "Remember payment details..."
and done. Rest worked as expected.
