first id like to provide the information of the issue, my steam library has 2 folders on 2 disk, the game dont seem to reduce the size of the disk when being downloaded or updated, for instance my battlefield 5 update is only 200mb, after the update is at 100% it stuck on resume and pause, another example is my pvz bfnv, the download is around 18gb, when the download is at 100% the same thing, stuck on resume and pause, and the 18gb download did not made any difference to my disk, please guys can u help when u see my post

Do you have plenty of free space on those two disks?
If not, try to make more free space by deleting games you don't play.

Then try updating the games again.

Steam seems to sometimes need almost as much free space as the game being updated.

i have no space for one disk which is why i have have another steam library in another disk, the games are being download in a disk that have tons of space. and yes i have updated battle V again, clear download cache, i even restart the download of pvz bfnv, like i said normally when u download a game say 4 gb, when it 50% downloaded u will see the the disk size is being reduced by 2gb, right? but mine does not. im pretty sure the games are being downloaded in a disk that have ton of space.

You say that one disk has plenty of room whereas the other is full. Try moving a sufficiently large game that is in the "full disk" over to the disk with lots of space so that both disks have sufficient free space. Now allow Steam to update the games. Move the game back to the full disk if desired AND if Steam allows you to do so.

ive deleted some files and managed to have just 10gb of space but still does not work, i cannot free more space in that disk

Steam requires much more space than other services because Steam files are compressed and need to be decoded. 10 GB is way too small. You need space equivalent to two or three times the size of the game or update your are trying to download.

It does sound like a bug or glitch. I am guessing you already tried reinstalling from your description.

I recommend keeping some free space on both disks when doing dual libraries. (I think it maybe trying to use your other disk first before moving the file to your second disk.)
idk how Steam is programmed, but I have seen more people post about issues with dual libraries separated by their disk.

What I usually recommend is that the user installs Steam on whichever disk has the most free space left. (Usually that solves such issues for a while at least).
If you want to try that instead, it will cause some issues though, because you'll need to make steam find your libraries again and such.

These maybe helpful:

They used to recommend that you leave 20% of your hard drive empty for the best performance.
