To be honest, I can see why someone would see what they spell out in the event's description, how they could sound 'racist'.
They talk about people with a skintone shade of somewhere between light brown to very dark brown as if they're a separate race of humans; and they label them members of this group whether they desire it themselves or not simply because they have such skintone.
So long people split people up into groups, there is going to be some kind of exclusion culture and discrimination somewhere; because one side will always want some kind of better or special treatment.
You saw this in the past between people of different classes. You see it in modern times when people get separated by education level (and cafe's open up that only allow university gradiates in) for example.
Indirectly, what they're doing is promoting such kind of discrimination and by extend racism.
Aside this there is another problem with the message. (Please see the edit section.)
With an undertone and message like that I agree its very questionable as to why it is on the front page of the Steam Store. I am fine with it if they weren't labeling people based on skintone and use that description to call someone achieving though.

Explain to me how that banner is "racist"? And then tell me how that banner on the store page affects your ability to play games?
Do people actually only play games based on certain races being part of a game? seems racist.
Still would like to know how to hide this banner if possible. Thanks.
The undertone message I disagree with specifically is this:
The problem here is that people's amazing skills are not decided by their skin tone.
As I mentioned in my last post, they talk about people with darker than pale skintone as if they're separate species of humans / a separate race.
and the message itself looks at their skintone, rather than their skills.
All of the products advertised aren't about a specific culture; they just address and sort people based on a skin tone.
late edit:
Keep in mind that people have the tendency towards the negative bias. This means that, it can easily read as if the group in question is shocked at the fact that people with a darker skin tone can be great artists, game developers, composers and great people...
that is why I disagree with it.
With February being black history month, many sites are going to show you stuff exactly like this.
Amazon and nearly every streaming service based in the US, you know, the country you live in and do know about what month it is.
but, it does explain at least the intent.I didn't know february was important for people who grew up in a cultural environment where the primary skintone is darker in the US.
It is pretty big here. The OP knows it but wants to show his true colors.
It is a month of celebration.
Then, wait 2 more days.
This.
That classic Uno-reverse-card "recognizing black people exist = the REAL racism" nonsense is low level internet dog-whistle repartee - that hat trick was old a decade ago, and no one buys it anymore.
exactly
edgies thinking they are going to change what racist means
