Steam can obliterate 1gbps connections
Your downloads are limited by
1) your CPU
2) your disk io
3) your anti-virus killing disk io performance
4) your ISP
For one they ain't like other services such as Epic or Origin. Steam downloads games encrypted and compressed. For this reason it means that (as Satoru says) it takes more system resources than just your internet connection. Any one of them being a bottleneck will cause issues like this.
You can check this out by looking at the download graphon the downloads page, and seeing which bit is doing what, and check Windwos Task Manager to see if any of those resources are being hit harder than another.
Also, always remember to do the region dance.
Many get it wrong in thinking it's like online gaming- it ain't.
Downloads are ONE WAY and not like a multiplayer game, so ping isn't really that relevant. So because of this you don't need to choose any server anywhere near you, in fact it can be the worst decision sometimes.
During sales I often get it where my region (britain) gets a bit bogged down, so I google timezones and find somewhere around 2 am to 4 am in the morning and pick any of those coutnries.
