For a start I don't know what you mean by "lowest download traffoc region" as there isn't really such a thing. It might be you're just saying things a bit weirdly.
It ain't like online gaming, as it's a onw way download so ping ain't relevant. Many people think it is and therefore you need to get a server close to you. You do not - quite the contrary - you can choose anywhere on the other side of the world. During sale periods I google where in the world is currently about 2 to 4 am, and pick any of those coutnries.
But on top of this downloads here aren't like other services. Because downloads are both encrypted and compressed it isn't just down to your net speed. It's down to your RAM, CPU, hard drive, I/O and more.
So if you check the downloads graph on the downloads page and your Task manger you should be able to see where the bottleneck may be.
