If you have changed your OS lately, as in an upgrade to Windows 10 for example, then your drivers may be in question. You need to tell us your exact OS situation there in that case, please , and also post the OS you are using now.
Sometimes, resetting the modem may be helpful also. I would worry about that lastly. Try safe mode with networking and disable any VPN you may be using. See this list for some software that may affect Steam in a normal boot, but a safe boot bypasses these so that is why it is a good method to use.

I just had a Windows update here that seemed to affect my connections also. So make sure Windows is fully up to date as well, of couse.

Btw, 12-13 april is M$ Patch Day. At least two updates lead to problems with OS and applications.
Uppgrade to W10 almost always causes problems (although they do not always appear immediately).
Better to make a backup of data and create an installation USB stick W10, after a clean install without saving the old settings and applications - problems will be an order of magnitude smaller.
So now I would ask you to post your exact model and manufacturer and model number of the computer. If it is a custom build, post the exact motherboard info, please.
Steam is almost surely not your problem, so reinstalling it is a waste of time until you are sure you have your drivers in order.

So you downloaded and therefore updated ALL your system drivers (Except for the Nvidia GPU driver) from here below ???

Chipset, audio, LAN, and SATA. If you are using a dedicated graphics card, then don't worry about the VGA just yet but it should not hurt to update it anyway, as long as you have your dedicated GPU selected for use of course. Not sure what the 'hotfix' is about so read up on that also, please.
You may have to extract the drivers into a temporary folder if they come as a .zip or .rar file. I have not downloaded them so I don't know. If so, just extract the downloaded driver into a temporary folder on your desktop, then tell Windows to search that folder using the method I have described above. Also, see this...
These instructions are for Windows 7. I don't have Windows 10 so I don't know if there are any differences. Use the internet to help you if you don't know or ask here for more help if needed.

2. In the list of hardware categories, find the device that you want to update, and then double-click the device name.
3. Click the Driver tab, click Update Driver, and then follow the instructions. Administrator permission required If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
After that , follow the steps to "browse my computer for driver software" and then show Windows that temporary folder that you just extracted the driver in, and do this for EVERY driver that I showed you was on the manufacturer's webiste.

Again, I never let Windows update my drivers but what you do is up to you. Only install the Nvidia driver from Nvidia. That is my suggestion.
