We will be skipping the first step if we continue. So hopefully, you understand that.
Boot your PC into safe mode with networking and log into your Steam account and test your downloads there using the Steam client. See if you notice improvement.
What is the operating system ? Have you changed the operating system from one that was previously installed ?
EDIT..Have you tried to change download regions many times yet to several different locations ? Tried a region as far away as possible also ?
there are outlets, but none easily accessible, the modem is in a cabinet above our living room television.
i will try to boot in safe mode.
It currently has windows 10, the PC originally had 8.1. there were some problems with the initial uprgade to 10, but those have since been resolved and i have even redownloaded a good half of my steam library back already since then. the current issue is only very recent, like within the last couple of weeks or so.
2. Exactly why I asked you that about the OS. Where did you get the drivers for that computer that will support all the hardware, including the wireless device, that will run on Windows 10 ?
Post the exact model and manufacturer of the computer exactly, please. Model number also, exactly. If it is a custom build, then post the exact motherboard.

Your post ninja'd mine. Go to "Steam" in the top left of the client, then "settings" then "downloads".
Change the download region but do it several times to several different ones before you decide that does not help .Try one very far away from you also...as in on the other side of the Earth if possible.
Do that after you post the answers to my questions, please.
Did you get the drivers from here ? 64 bit drivers seem to be the only ones. Is this the exact computer ?

Also, checking for critical BIOS updates is suggested when you change the OS on a computer. Let's just assume for now, that is not the issue here but you should still consider that at some point.
Troubleshooting takes steps. We have skipped the first step, just to kindly remind you here.
Also, there is the BIOS issue that can sometimes make a difference. I will recommend the hardware and OS forum here if you decide to check into the BIOS updating for that OS. That is off topic for this forum anyway, as that is not related to Steam.
