If you are, try playing with the controller disconnected totally from Windows, even if you have a wireless connection to it. Don't just turn it off, but totally remove it as a connecton to your computer and test this again.
Only way i've been able to fix this after trying for hours and hours is to manually set the application to run in Compatibility Windows 7
If so, post the exact model and manufacturer of the computer. Model number also. If it is a custom build, post the exact motherboard.
Games were working perfectly even after upgrading a couple months ago (3) with new pieces of hardware.
I'm not 100% sure but from my own point of view and analysis, i'm strongly thinking it might be due to a virus that i've been able to stop before chaos which might have left some corruption that i just can't find or fix. (except with the compatibility mode in windows 7 like i said)

And make sure you have all your drivers fully up to date, and just with Windows if you have there. Download each one manually and install them, if needed. Use the drop menu if that is indeed your board, and be sure to select 32 or 64 bit correctly, depending on your specific OS.
Also, only if absolutely necessary, check for BIOS updates. If your mouse is USB then, for example, there could be an issue there that is driver related.
Changing an OS on a computer is not always so simple as just installing it on said computer. You have to be sure you have the drivers and in some cases, the BIOS for that OS to function properly and communicate with all your hardware, as perhaps you already know.
Check Flash Player, and Windows itself for updates. After doing all this, remove the compatability mode setting to test the results of your work. Don't forget to restart your PC if you update drivers, just in case, ever if you are not prompted to do so. Good luck.
