The amount of money you decides to use will be deducted from your credit/debit card. So if you want to use $5, then $5 will be detucted from your card.
You can always remove the credit/debit card from your account after use, you can even tick the little box saying that you won´t save the payment method.
What do you mean by stolen?
If you pay for something you sure as hell are not going to keep the amount to bought for.
If you go to a McD's and buy a 20$ gift card, do they let you keep the 20 bill? No. Same principle and I bet he'd be fine using a card there.
@OP: Let your dad read the wikipedia articles on Steam and Valve, that should settle his worries.
As far as teaching your child to be more responsible and much more careful on the internet, yes, you have a good point. The Dad is probably just being careful and teaching his son or daughter to do the same. Thanks.
I know realworld some bad retail shops have shop-card-credit say 10$, if buy product 8$ will loose 2$.
In Ireland had post office credit 4all gift card that operated like that even if you used 2 cards credit from one didnot transfer.
Steam is not like that. credit is cummative, BUT as 'The Giving One' said better ask the people selling you the card from. This is where itunes credit would give simple security but offish other topic that i have commented on.
