Save to the mouse; then u can use those profiles on any system.
However the Logitech Gaming Software must be installed in order to access the profiles or make any changes. The software does not need to continue to run in order for those to take effect though; once u make your changes, you can exit out of that software. Do not uninstall it, just exit it out fully is all, if u don't want it running in background.
I have tried all the quality Logitech stuff; G500, 502, 602, etc...
All work fine, saves my custom settings, etc.
Use msconfig lately and accidently disabled the software in that menu ?
Same for msconfig, as that also can be used to have a selective boot. If you stop a process from starting and loading drivers or other needed files, for example, maybe that can be your problem.
Interesting. From what you said in the title post, that really sounds like you have something there that keeps affecting the Logitech program/process, especially from what you mentioned about reinstalling the software working previously.
Have you tried to reinstall it again lately ? I know you said you have but it did not work the last time.
You also said it works on your other computer but not this one. Do you have a different OS on this computer ? What is your operating system on the computer that it works on and what is your operating system on the computer it now does not seem to work on ?
This seems to be better suited for the hardware and OS forum at this point. Unless it is somehow only related to Steam that is.

Also, have you considered searching the hardware and OS forum using the forum search feature ? Maybe someone has already posted about this in the past ?
You are not letting Windows update/install the drivers by any chance are you ? And not updating/downloading them from Logitech, for example ?
