Minor edits are not enough to claim ownership over someone's work but honestly unless the owner reports them steam won't care unless the image violates certain other rules like nudity.
In either case you can't use animated gifs for game profile as they will be static.
You cannot create or upload your own
Easy.
Get a photo or any GIF, and go to upload it on your profile through your profile eediting page. You'll see it tells you there what the acceptable stats are for you to use a custom image - pixel height and width and format (jpg, bmp, or whatever, i can't remember).
As long as you do that, it's as easy as that.
If you need to shrink your image, just use something like MSPaint to do so. See my profile picture right there above? That's my photo, taken from a friend's camera in landscape, and I simply reduced it in paint to fit. Doddle, right?
The point is you CANNOT have a moving custom image (or at least to my knowledge). You need to convert it to a static image, as I described.
And that's how you do it.
It's a internet rule I swear.
