Not only uninstall Norton, but any and all processes associated along with Norton. For example, any live update processes.
If it has Norton/Symantec listed in it, I would get rid of it ASAP.
Next, you need to reboot and do this for any games affected. Let's hope Norton did not mess up your Steam and is only affecting your games.....
