Is it possible to run Steam in Windows 98?
I want to set up a Vitual Box machine to run some older games that don't work well (and sometimes don't work at all) on Windows 10. For the most part, XP is my preferred system for such, but there are a few games which run suboptimal even on there- so I was wondering, is it possible to get Steam working in Windows 98?

No as it is not supported anymore. It barely, if at all , works with XP

No, not possible. Valve dropped support for that OS in 2007. I'm pretty sure that with all those updates and changes Steam can no longer run on such an old OS.
Especially the implementation of Webkit comes to mind.

Mmm, pity; they really should consider removing games that don't work on modern OSs from their library then, or at least giving out the source codes for them if they're not willing to work on it themselves.

That would be up to the developers, not Steam/Valve. Plus, most, if not all, games which don't like to work on W7+ can be fixed with a few simple tweaks.

To answer this, Valve does not publish the games that developers sell on Steam. They (the developers) have their own publishers. You're giving Valve way too much authority here as publishers have certain rights that Valve does not possess.

Steam is just a storefront and little more than that.

For information on finding out who the publisher of a game is, you can view that information on any game's store page. Example: http://store.steampowered.com/app/244750/Aztez/

Another distinction is that a publisher can chooce where their game is sold and so a game can be available for purchase on both Steam and other areas if that publisher so choose. The example of Walmart used above is a good one. Walmart is not the publisher of your games.

however the big picture mode is not supported on xp

The publisher is the one that produces the product being sold. Valve owns the servers that the data is copied from, that makes them the publisher for all games on Steam. They are not (generally) the developer, but that's very different from being the publisher. I'm not talking about the publisher(s) of physical copies that are bought, I'm talking aobut Steam. Saying it's "just a storefront" is pretty ignorant of how Steam works. Wal-Mart is a storefront. GameStop is a storefront. Best Buy is a storefront. Steam is a host that publishes the digital versions of games, similar to GOG. The digital equivalent of a storefront would be something like Humble Bundle (though sometimes they pubish too) or Green Man Gaming.
