If you are talking about the market, then you have to indeed make a purchase and wait 30 days. A purchase does include items such as ingame Dota2 items, yes.

Purchase Limitations
Your account must have a successful purchase older than 30 days, but not older than a year in order to access the Community Market. The purchase of wallet funds, games, DLCs and software meet this requirement. Retail CD key activations and gift purchases do not satisfy this requirement.

Yes, a purchase is a purchase. An ingame transaction is considered a microtransaction and covers the market restriction. OP is talking specifically about having a limited account.
