1)Go to your Steam install folder and send to desktop
2)Right click go to properties and change icon
3)Click on shortcut to open Client Bootstrapper
4)Right click on the unchanged steam icon and further right click on Steam Client Bootstrapper
5)Click on properties and change icon like normal
6)Pin Steam Client Bootstrapper to taskbar
I've tried everything y'all have suggested, still no luck. When I run Steam, the Icon on the taskbar is Steam.exe not the "bootstrapper", i can pin it and change the icon, but it does not show the updated icon on the taskbar even after a restart.
I tried creating a shortcut and changing that, tried changing the icon in user app data taskbar, nothing works.
Anyone else still having this issue? Anyone able to offer advice? Thx.
YESSSSS THANK YOU. this has been frustrating me for ages. turned out my bootstrapper shortcut was still trying to load steam from my old drive
1) pin steam to the taskbar
2) Right click on steam > right click on steam > go to properties
3) Leave this window open (the properties)
4) Close steam and unpin it from taskbar
5) change the icon through the properties window left open
6) reopen steam and pin it to the taskbar
This is what worked for me, maybe it works for you

I made it myself in photoshop.
I recently got windows 11 and installed steam in the default location folder (c:/program files (x86)/steam ). It would give me headaches since steam asked for permission (the windows admin panel control thing) to install or start each time so I followed another advice from another thread and reinstalled steam in its own directory (c:/steam for example).
But since that moment, the taskbar pin was
* either the steam one (with logo) which would open a second "steam bootstraper client" software in the windows task bar with a weird icon,
* either was the steam bootstraper client one, but then the icon was a "standard weird" icon.
In fact in: "%AppData%\Microsoft\Internet Explorer\Quick Launch\User Pinned\TaskBar" the steam bootstrapper application had two wrong things:
- wrong direction for icon : it was looking in c:\program files (x86)\steam, which does not exist anymore.
- wrong "target" : it was looking at steam.exe in that c:\program files\steam location.
Correcting those to the new correct one fixed the issue immediatly apparently. Meaning that when I open steam (from desktop, from taskbar or from the left bottom menu next the date ): there is only one icon in the task bar (the already pinned one), and it correctly displays steam icon.
Thank you Zacintosh for this information. Navigating to the "[Drive letter]:\Users\[username]\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch\User Pinned\TaskBar" directory I was able to see a few steam items in there for both the normal steam.exe and the steam client bootstrapper. I was able to restore my steam icon and have only one steam icon pinned to the task bar again by deleting all steam items in the directory mentioned above and relaunching steam through the windows menu. The steam application launched with it's icon again and the icon remained when I pinned it back to the taskbar. Hope this helps.
