The first time I had this problem I switched the region to Vietnam, but after going back and forth between that region and my original and checking every single one on the list it still won't allow my games to download.
Anyone know any tips on how to completely shut down your firewall? All I can find is how to turn it off, which I've already done and it didn't help.

If turning my own off didn't help then maybe shutting down another, more relevant one, would. (It didn't, but that's beside the point.)
Boot your computer into safe mode with networking, and try to use Steam there. This is only a test. DO NOT use a router if you are going to troubleshoot connectivity. Use ethernet only and disconnect the router, if you use one, from your network entirely.
If Steam won't run in that safe mode WITH NETWORKING, then try reseting Winsock using admin from command prompt.

If you use Vipre, forums suggest that you fully deinstall it. Try to use the wlan-hotspot of your phone. If it is working then, you have definitely some kind of anti virus problem (steam content servers seem to have become blacklisted, so they will be blocked by a lot of programms).
Do both of your systems have the same protection?

I fixed it by going into "Manage" on the topbar, "Firewall" on the sidebar, "Manage Websites" on under "Web Filtering", then pressing "Add Website" and entering "steamcontent.com"
The reason is that after I looked into "Blocked Website History" under "Web Filtering", I saw hundreds of blocked attempts to access several steam servers such as "valve310.steamcontent.com"...
That way, you can KEEP Vipre and be able to download games. I don't know why this happened all of a sudden though... I'd gone through every other fix on the internet before digging in on my own. Hell, I even uninstalled the whole thing. Time to redownload 50 GB worth of content :(
