Remember, the entier steamapps folder is the key.
EDIT..You will need an internet connection to download and update the Steam client though.
Thanks and how do I authorize my account to use it via email confirmation?
Sorry, I edited my post above as you will need internet of course, to check email and authorize your account and update the Steam client after downloading it.
You install Steam on the new computer, and then afterwards you launch Steam and try to log in to existing account. You will get a message that says a code has been sent to your email that is attached to your Steam account. You must get that five digit code from the email, and then enter it into the box that you see after logging in and follow the instructions.
It will ask you if you have received the code, then you click yes and enter it. I usually copy and paste it so there are no mistakes. Then, your account should be authorized to use on that new computer.
And read the support article on offline mode. It is possible to disable it in settings.
And uninstall, if you have it, CCleaner. Piriform for whatever brain dead reason decided that its cool to delete Steams bookkeeping files.
