I recommend waiting a bit for windows update to finish.
It sounds like network being occupied at least.
Make sure the driver is installed for your NIC.
The card variant is kinda old for home PCs and latops. Usually its a set of soldered on chips on your motherboard, or just one big chip.

Can you examine the program files folder and steam folder to see if that is on Read Only?
Maybe its unable to write files.

just because i dont mention ipv6 or other own local ISP that dont route traffic in, its like it has worked before and then now it dont. ( and you forgot to mention this )
