Can not download any games, and can't load any pages other than the libary (No images will load)
In my steam client I'm able to sign in, but whenever I try to open up a different page it loads infinitely. No games will download as they all get stuck on the "Preparing X Files for Install". All pages work normally when I open them in edge. I've tried everything I can think of to fix it.

TL;DR
Issues:
1: Games won't download, stuck on preparing files for install
2: No images will load in the library
3: Every page other than the library results in an infinite loading screen

Info:
- I'm running on a fresh install of Windows 11 with no additional anti-virus.
- For some reason Steam won't load in Firefox at all, I've since deleted Firefox.

Things that I've tried:
- Deleting and re-installing
- Clearing Cache
- Repairing Windows
- Running in safe mode
- Checking my firewall and windows defender to make sure it's allowed through

Probably Windows being too busy occupying your internet temporarily.
I recommend waiting a bit for windows update to finish.

It sounds like network being occupied at least.
Make sure the driver is installed for your NIC.

Thanks for the input, but It's been happening for days now. And I'm not familiar with "NIC"

network interface chipset (or chip, or controller, or SoC, or card even) NIC basically refer to the network processor and controler.

The card variant is kinda old for home PCs and latops. Usually its a set of soldered on chips on your motherboard, or just one big chip.

Can you examine the program files folder and steam folder to see if that is on Read Only?
Maybe its unable to write files.

It is on read only!!! Though when I go into the properties to change it, it's saying I don't have access, and making everyone the owner doesn't fix that...

Ok It "lets" me change it from read only, but after the loading window says it's done so, I close and re-open the properties window to find it back on...

Update, The pages are loading, but I'm not able to download any games. All images/ banners for the games won't show up though. Downloads for all games are still stuck infinitely at the first step.

Test with other spare pc or friends laptop, im not sure what this double router or own isp or your firewall that block this, dont forget antivirus app can also do that, but i have not seen windows defender block all that.

ps.
just because i dont mention ipv6 or other own local ISP that dont route traffic in, its like it has worked before and then now it dont. ( and you forgot to mention this )

sound like win11 issue, but with what.
