What is "-noreactlogin" and how do I use it?
I really do not like the new steam login UI and want to change it back to how it was before. I searched around on the internet and found people talking about "-noreactlogin" and saying that using it will revert the login UI to how it was before. But I don't really know what it is or where I'm supposed to paste it in.

Could someone who knows put tell me what "-noreactlogin" is, how to use it and if it's a bad idea to do it?

Valve will continue to turn the Steam Client into a full blown chromium based javascript app from the looks of it, which will eat a lot of RAM and other resources and possibly cause BSODs at this rate since they seem to push broken builds and features to release.
Using this option reduces some boot-problems and security problems currently, so it currently is in my opinion a good idea.
That said, using it may cause issues later; I'm not sure about that yet.

Not sure if I did this correctly but I get an error when I try to apply the target changes

Have the argument outside of the citations. You don't want it in the actual path.

i.e.
"C:\Games\Steam\Steam.exe" -noreactlogin

NOT
"C:\Games\Steam\Steam.exe -noreactlogin"

if it doesnt trouble u much may u please do a tutorial video because ive been scrolling rereading and doing everything i can to fix it, i dont know if im doing something wrong and i dont want my money to go to waste since i purchased a game already steam opens and just shows me a full black screen all i can click is the x button to close the tab thats it. i would very much appreciate if u could make a tutorial thank you.

sad cause now i cant use steam on rasp pi 4 steam works but needs no react logon to access steam without it steam refuses to load cause it wont load web ui
