Not sure if I did this correctly but I get an error when I try to apply the target changes

-noreactlogin is a commandline launch option that Steam.exe accepts. The option disables the ReactJS based login window and system, and returns the old login window and system.
To use it, you need to run Steam.exe with this special commandline option.
The target file is the exe, followed by a space, followed by any commandline option chain.
In windows, you can edit any shortcut on your desktop's properties and insert this launch option into the target field in a similar way. (it will only do something with Steam.exe though)
-noreactlogin was a string discovered when someone decided to investigate the strings. It looked like a typical commandline option, some tested it and discovered what it did. This option is undocumented. Valve hasn't mentioned about it anywhere.
Its safe to use, if it is a good idea, depends on your situation. Valve will continue to turn the Steam Client into a full blown chromium based javascript app from the looks of it, which will eat a lot of RAM and other resources and possibly cause BSODs at this rate since they seem to push broken builds and features to release.
Using this option reduces some boot-problems and security problems currently, so it currently is in my opinion a good idea.
That said, using it may cause issues later; I'm not sure about that yet.
The -noreactlogin command was removed.
