Steam Wallet Cards do not need to be activated by Steam Support. It sounds like you got scammed. The message clearly says that the code you are trying to activate has already been redeemed.
That doesn't make any sense. The message clearly says that the wallet code has already been redeemed. So either a) You got scammed or b) You have already activated it and have not realised.
If you paid using a bank account or credit card, I suggest contacting the company and doing a chargeback.
If you feel you can't name the sites, then they are not likely to be legitimate.
Never heard of SeaGM, but it sound the same as G2A.
Both are unauthorized resellers. They buy keys from unknown places (and people) and the developers never get a penny of it. Many codes have been revoked by developers from those companies.
No, you did not purchase from a legitimate company, in either case.
