I have tried changing my region serveral times.
What do you mean by cord?
Put the region back to the one that you normally use and hook an ethernet cable up directly from your modem to your computer. See this support page on the subject...

Bypass the router and use ethernet only.
If there are floors and walls between them, don't you think that can affect it ? Yes, even if you never have seen this before. Eliminate the router from the equation. It is the first step, and said so on that page that was linked.
