How do I get 4:3 black bars fullscreen on intel graphics?

Something is up with my settings. When I play 4:3 strecthed my screen looks weird. HOW DO I CHANGE IT BACK TO BLACK BARS.

Is this a game issue or computer issue ?

Just mess around with your graphics settings perhaps. Just revert your settings.

I assume he is speaking in regards to CS:GO as he is currently playing it.

Could also just be in the videocard drivers.

i.e. NVIDIA Control Panel > Display > Adjust desktop size and scaling > Select a scaling mode.
