Bolding by me. Any external payment method will stick Valve with transaction fees both ways, it's how the whole financial transaction system covers its costs and makes a profit. And that's fine, it's included in the cost of the game. But a refund takes the cost of the game out of the equation, transferring the cost to Valve's bottom line.
The number of games you've gotten refunds for is meaningless without knowing the total number of games you've purchased during the same period.
That is not entirely accurate.

I currently have 95 games in my Library, making it a total of 99 games I've bought since Christmas.. (I bought one of the games back a few days after refunding)
If that's the case, requesting refunds for approximately 5% of the games you bought doesn't sound excessive to me. Must be more to it (in Steam's mind)...
