It is possible that your d3dx9_43.dll could be missing. Navigate to My Computer, Local Disc C:/, then Windows, and look for d3dx9_43.dll. If you don't you will have to download the dll or reinstall DirectX.
It is also possible that same file isn't in the game folders. Navigate to your Steam folder in C:/Program Files/Steam/Steamapps/Common. Go into the game's folder, then Binaries, and look for that d3dx9_43.dll. If it is not there, copy and paste it into the folder. The issue should be resolved hopefully.
Edit: my error also seems to be slight different, it seems to be XAPOFX1_5.ddl that it is erroring
Go to the game's folder and reinstall any and all redist packages manually, directly from the folder of the game.
Reinstall the latest DirectX.
If the error continues, something may be affecting the first time setup of the game, as in conflicting software running in the background, for example. Therefore, Steam could not install these packages, perhaps, during that first time setup.
So, fixing that conflict first would be the right course of action, if there is a conflict.
