We do not consider it abuse to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price."
And then this....

So.. What I'm about to do is NOT counted as abuse?
We can only guess here. It does not "seem" like abuse to me personally, but we don't work for Valve here. If you get a message about your purchases and refunds at some point, then you may want to take a step back and be more careful about your game choices.
If you buy games and play them for 1.9 hours, then yes. I would say that looks like abuse.
But if you simply buy a game and try to play it and cannot get it to work or instantly don't like it, then I would say no, that does not look like abuse.
But again, that is just my opinion here. If you have game issues where they will not launch on your Steam and you meet the system requirements for the game, asking for help here on getting the game to work on your system is always a good idea before going all refund quickly, just in case that helps you and applies.
