Are VPNs allowed?
I will not be buying a game or activating a game with a VPN on ever! I just want to know If I can have it on. Just to be clear I do not use a VPN as of now, nor have I ever used one.

Wait, where are you getting that VPNs are not allowed? My college used a VPN and I had Steam for all 4 years there and never had any issues.

EDIT..But to be fair, from what I have seen here only, they don't really care as long as you don't bypass restrictions on Steam with that VPN. That is only what we have seen here and there on the forums. This gets debated quite often here and I gave a quote from a mod on it so check that thread, please. Thanks.

Well, I guess just using one without malicious intent is ok because the first four years I owned Steam were in college and I used Steam and all its features without any impedance. And they definitely did and still do use a VPN.

Basically this. The thing is, for the average user, to use a VPN and still be honest about your location requires a tin foil hat and a certain level of paranoia. Most people use VPN's to bypass region restrictions which isn't good for business for Valve. That is why they are frowned upon.
