There's your answer as to why you can't trade.
Limited account can't trade. You need to spend $5 on the account to remove the limited status, then you can trade.
There's items that are Non-Tradable by limited users; but that doesn't mean they all are.
OP's issue is likely that they've not had Steam Guard enabled for the 15 days duration on that other account of theirs.
Hate it when they change things with out telling me.
I know that if I trade items like trading cards, coupons, backgrounds, gems to my limited account; they get affixed with the Not Tradable -tag on the limited account. (So there's no trading them back to the unlimited account without becoming unlimited on the alt account.)
But simultaneously, I know I can trade Steam Gifts; Team Fortress 2 items from my limited to my unlimited account. (So it seems to affect certain types.)
In all case scenarios though, the trade window should open, whether the items display as tradable in the trading window or not is a whole different matter though.
