New phone, same number, same Steam guard, cant trade
Got a new phone and downloaded steam guard from the cloud, logged in and went to bet on CSGO lounge but it says im blocked. Do I have to wait 7 days from when I logged in on my new phone?

This. There is no way to swap the phone without having to wait out the initial 7 days.

Technically, 7 days from when you re-added the authenticator.

Since you apparently moved it from one phone to the next via cloud, does the authenticator otherwise work fine? Do the authorization codes work, do you get the Trade & Market confirmations?

This is basically how I transferred from my iOS -phone to my Android -phone:

Yes, you can. To transfer your authenticator to a new phone, you'll need one of two things: access to the phone number associated with your account (so we can send you a text message to confirm it's you) or the recovery code you wrote down when you set up the authenticator. From the Steam Mobile app on your new device, try to log into your account. When the app asks for your authenticator code, select "Please help, I no longer have access to my Mobile Authenticator codes." Follow the steps the app provides and you can either: transfer your authenticator to the new device or remove it from the previous device.

Naturally, I did have to wait out the 7 days for there to be no holds.

Well I am able to buy ♥♥♥♥ on the csgo market, but when I went to bet on CSGO lounge it says no.

Except the holds cover only scenarios where items leave your inventory.

Trades where your items leave your inventory, and Market listings where you're selling items should have the holds should the Mobile Authenticator not have been enabled for 7 days.

Receiving items one-way from trades and buying from the Market are both unaffected.

Should mean that.

Try to sell something on the Market and you'll know if you have that hold. or rather, try to initiate a trade offer where your items should leave your inventory and see if you get the yellow box on the top. Here's why the chance of mind.

(I still don't particularly trust those cloud transfers being me, so I'd probably have just installed the app fresh since there's little to gain with the cooldowns being the same.)
