Since you apparently moved it from one phone to the next via cloud, does the authenticator otherwise work fine? Do the authorization codes work, do you get the Trade & Market confirmations?
This is basically how I transferred from my iOS -phone to my Android -phone:

Naturally, I did have to wait out the 7 days for there to be no holds.
Trades where your items leave your inventory, and Market listings where you're selling items should have the holds should the Mobile Authenticator not have been enabled for 7 days.
Receiving items one-way from trades and buying from the Market are both unaffected.
Try to sell something on the Market and you'll know if you have that hold. or rather, try to initiate a trade offer where your items should leave your inventory and see if you get the yellow box on the top. Here's why the chance of mind.
(I still don't particularly trust those cloud transfers being me, so I'd probably have just installed the app fresh since there's little to gain with the cooldowns being the same.)
