a gt 210 with 4gig vram(if such a card exists) will not run gta5
a gtx 960 with 2 gig vram will run gta5 but not on ultra textures as there is not enough memory buffer to hold the textures.
a gtx 960 with 4gig vram will allow higher res textures to be used but FPS will take a hit because the card is not fast enough to utilise the 4 gig at high speed.

Each Steam store page has the game's system requirements on it for you to check to see if you can play the game. Checking these pages and these specs is always a good idea before you buy said game and find out later you cannot play it.
It is not so much the VRAM for the game in question...it is the GPU in general. However, in the case of GTA V as you can see, the VRAM minimum is given..."1 GB". So in that case, it matters. In short, check the store page for this informatinon before you buy the game.
If you are in doubt about one specific game, then you can ask here if you can run it and the community can help you decide. In the end, if you make a mistake and get a game you cannot play, be aware of the specifics of the refund policy. The refund system is NOT a way to playtest games though, mind you.
