If you reinstalled Windows and also reinstalled the same software from that list, that could be a possibility. Also, your modem/router can be a possibilty.
Bypass the router, if so, and use ethernet only.

EDT....What is your operating system on that computer and is it 64 or 32 bit ?
Post the exact model and manufacturer of the computer and the model number, exactly, please.
If it is a custom build, post the exact motherboard.
You did not answer one of my questions in my first reply. And you did not clarify if you have 32 or 64 bit OS. Please reply to all questions as best as you can when you do reply. Thanks.
I use panda antivirus, however it was downloaded on my computer when my internet connection was perfectly fine. I'll try uninstalling it to see if it helps.
Reboot after uninstalling anything listed there. Is Panda the only one program you have from that list ?
EDIT..I asked you if you always had Windows 10 or your changed to that OS. You seem to have missed that also. Please desribe the nature of that OS being on that computer. Upgrade or fresh install ?

Well when I initially built it, it had windows 7 on it and I upgraded to windows 10 when it came out. About a month ago, I was sort of "spring cleaning" and wiped my hard drives and reinstalled windows 10.

I don't recommend the upgrade process, as there can possibly be driver conflicts when you do that.
The only way to cleanly install an OS on a computer is to do just that....format and install cleanly.
AND, depending on the system, there can be BIOS issues when you change the OS on a computer.
Nah I got all my drivers directly from the manufacturer websites.
You can "try" to reinstall Panda and do the other steps listed there on that page, but I personally would kindly suggest that you avoid AV programs and most other programs that are listed there.
