Report a translation problem
Exit Steam entirely.
Browse to your Steam installation (Usually C:\Program Files(x86)\Steam\)
Rename the "steamapps" folder to "old_steamapps"
Re-launch Steam and re-install the game.
Once the installation is complete, test the issue.
If this resolves the issue, you may copy the new files into the "old_steamapps" folder and rename it to "steamapps" to restore your other games without re-downloading.
Sometimes, this is cause by problematic software on the computer having the error. It can be often blamed on anti-intrusion software such as antivirus, for example. Yes, even if you never had any issues before with the same software.

A good way to test this and one that is simple...
Boot your PC into safe mode with networking. As long as Steam itself has not been damages on your system, if you can download fine in that safe boot using networking, then that almost surely confirms that you have problematic software running on the machine.
Also, check routers and modems, as they can sometimes be the cause of this. In the case of using a router, bypass it and use ethernet only. One more link in the chain of troubleshooting gone that way. See this.....
