That is normal. Make a purchase, and wait 30 days. This is different than the issue of having a limited account, which you seem to have met the restriction for at this time, according to what you posted above.
Simply adding the funds is not enough. You have to "make a purchase" with some or all of them.

Purchase Limitations
Your account must have a successful purchase older than 30 days, but not older than a year in order to access the Community Market. The purchase of wallet funds, games, DLCs and software meet this requirement. Retail CD key activations and gift purchases do not satisfy this requirement.
If you did not make a purchase on Steam, then that is why it is not "off". Make a purchase. An in-game item or game on Steam counts as a purchase.
